I disagree on this notion that any lottery is a tax on anyone. Why? Because taxes are MANDATORY for most people. You don't get decide "Hmm, today I think I will pay $X for my taxes." If you're poor and you regularly play the lottery, you are not being taxed; you have a gambling problem. To say it's a tax on any group of people is to simply move the responsibility for their actions off of their behavior onto something else.
